I agree that it sounds like the idle speed controller sticking.
You may get away with cleaning it if you can find some good and aggressive
Carb cleaner in aerosol form. It's probably best to take it off for a
thorough clean.

My '90 300CE sometimes idles immediately to 3k when
started. If turned off and restarted it can idle
normally. It's about 50% high or normal. Is this a
symptom of the Idle Control Valve or another part? I
don't want to replace anything unecessarily.
