That's a very nice idea, well executed.

I tried a variant of that which offers the tantalizing potential to come
down to 14 pieces:

Unfortunately, I haven't figured out how to wipe out all the extraneous
pieces cleanly with this matrix, and the best that I can do is 16 - exactly
tying with the Taiwanese offering in terms of officer hierarchy too!

Maybe someone can do better?
