Only with extra conditions, like monochromatic. The only motivation for the doublestep in orthodox proofgames would be to block a check. Is something like:

W: Bc1 Pb5
B: Ke7 Pc7

1. Ba3 c5 2. bc6ep

a discovered check btw? The pawn doesn't really open the line of the bishop...
