It is standard notation for orthodox problems, and means "set play". This
means you must consider this help mate not just as h#3.0 but also as h#2.5,
omitting the first (Black) move. The memorial tourney for Gabor Cseh asked
for h#2* problems where the main mating pattern is echoed in the set play.
This light composition is necessarily too long for the tourney, but it
seemed appropriate just to dedicate it to Gabor. It appeared in the helpmate
section of StrateGems, not the retro section.

I have a completely different little h#2* with no retro content submitted
for the tourney itself.
