[R129 SL] my blower only blows out the top!

As for only blowing on low, yes the blower reg is a likely culprit.  Pricing
is not @ all out of line.  I wouldn't use a used bit...double work is No
fun.

As for vents, your actuators have most likely given up.  Will require some
various levels of dash removal to remedy the situation...can't off the top
of my head remember where the actuators for the center vents are hiding.
