That valve is indeed doable without removing the dash but it is a PITA.
Those fittings are normally in there VERY tight. Crowsfoot will work, a
"flare" crowsfoot is better. You *might* get an open end wrench on one or
two of the fittings. Don't forget to lube the o-ring when you reassemble
this thing since you **really** don't want to go under there again!!
