I think he meant "marginal" fuse - known issue especially with the cheesy aluminum/plastic fuses where both oxidation from dissimilar metals and thermal stress conspire to fracture the fuse until it's load carrying is diminished. Upgrade to the copper/ceramic types and replace every few years and/or use a quality electronics cleaner/anti-oxidant spray.
