Ernie, if your speedometer is anything like mine (W124), it should show the maximum shift point of all gears on it. There are little tick marks for each gear. See <http://web.mac.com/dakota/Trips/Day9.html#14>. See the tick marks between the MPH scale and the KPH scale? If you are somewhat below the 3rd gear tick mark in 4th gear (say 10-15mph below), and you floor it, it should downshift to 3rd.
If your downshift switch is working, I'd say that there is a vacuum leak maybe.
