[W126 Coupe] Passing Gear

Does anyone know what the maximum speed is that the transmission will shift down to third gear when flooring the pedal? It appears that I have to be traveling something less than 60 mph in order to get it to shift down.  The passing gear switch beneath the gas pedal seems to move freely and I've been pressing down hard enough to get cramps in my toes.  I am not in-to-it enough to say for sure but it seems to me that I have previously been able to step down a gear from 65 mph and above.
