If you jumper 7 & 9, then they will work off the key.  If you jumper 7 & 8,
then the fuel pumps are hot all the time.

I know this because I had to do it that way for a year a couple of years
ago.   Pin 9 is hot from Pin 1 off of X26, via the key.  Pin 8 is hot at all
times.  Pin 7 goes to the pumps.
