[W126 Coupe] 1985 SEC A/C and Heater

Turns out there was a short in the ignition switch which affected the power to the 
a/c and heater which was strange since the a/c had no issues.
 Meanwhile the dealer is trying to charge $800 for tearing apart the
dashboard when it wasn't an inside dashboard issue.  Shouldn't the electrical system been 
checked first before tearing out the dash to find nothing wrong?
I find it hard to believe a diagnostic should cost so much.
