  Hi Ernie,

  That's probably the bulb out indicator.  The flicker suggests an intermittent contact on one of the many exterior bulbs.  Try checking each of the two license plate bulbs by tapping on the each clear lens to see if either flickers.  If so, remove, clean the contacts and reinstall snugging the two phillips screws.  If that's not it, it will be hit or miss where it's on/off trying to figure this out with a walk around.
