No the dome light assembly is not the same, '83 - '89.
 
The dome light in your '83 SEC is the same as the late W123 models: 300D, CD; 280E,CE ('83-'85); early W126 models: 300SD, 380SEL,('81-'83); 380SE, 500SEL, SEC ('84-'85); and the 190E, D, ('86-'89)... plus some others if you look hard.  
 
I assume you are searching for a used part?  Go by the part number.  The '83SEC dome light should be 000 820 93 01. 
 
The dome light with the sunroof switch in the '89SEC, for example, is the same as the W124 models:  300E ('86-'93) and the E320 ('94-'95).
