Jack;
Jay and Dick are right, the ABS should not activate under 15mph (and the light shoudn't come on); something is wrong. Just for interest, the same ABS was installed in the European market 126's for at least 6 years prior to yours.

You might also check the OVP relay. If it is going bad, it will sometimes cause the ABS light to flicker and even cause the ABS to kick in at very low speeds. IIRC the ABS normally shouldn't even activate at speeds below 15 mph.

ABS light on the dash has never come on however so you may well have other problems. You should be able to access those sensors and clean them up to see if that helps.
