Dan is exactly right. If you think of air as flowing much like water does, the windshield is like a rock in a stream. The air actually builds up against the base, creating a high pressure area. This is the ideal place to grab cold air. Its actually better than a forward facing scoop or air intake in the grill, because the air flowing there is only at the speed the car is travelling.

You would get even more gain if you picked up the high-pressure air at the base of the windshield. Remember those late 1960's Camaros with the hood scoop facing backwards? That wasn't just stylin' baby.
