[W126 Coupe] Transmission Problems with upshifting

I had this happen on my '86 300SDL several times. All but the last time the
problem was solved by removing some fluid to lower the level--it always
happened after the transmission had been serviced. The last time the
transmission had to be replaced. This was all done by a dealer.

Hi all,
3 days ago I'm driving my 91 560 SEC and everything is great. I get on
the freeway and punch it to get to speed. The car shifts to second and
stays there. Checked the fluid level and it was low so I put some in.
Problem remains. Took the car into a local tranny shop and had them
replace the fluid and filter including draining the torque converter.
Problem remains. I've got reverse, 1st and 2nd and nothing else. Did
some searching in the archives and concluded it might be the modulator.
Any ideas?
