[W126 Coupe] Normalizing California

How does memory work? My driver's seat (RHD 1986 420 ex Hong Kong) does not seem to do anything when I get in the car after someone else has driven it & moved the seat.
Can seats get Altzheimer's disease? Jack OZ

A marginally off-topic question to California owners regarding power seat controls:

Normal people assume that when the driver's door is opened, without the engine running and without the ignition "on", the seat adjustment works. I have a California car here (124 - 300TE, 1988) on which the power seats will operate perfectly only when the ignition is "on". (Driver's seat is memory, passenger seat is not... both operate the same) Is this a California feature? Are all people required by law to be the same size in California?

If not, has anyone experienced this "feature" and know how to "normalize" it?
