Can you take the Catalytic Converter off will the car run OK? And how loud
would it be.  Faster I would guess?

Yes, faster but not much louder. The mufflers do the noise silencing.
I also would fail my emissions test big time.

I am in Massachusetts. Cars 23 years and older are exempt from emissions
testing.
