[W126 Coupe] Licence plate help

Just thought I'd share a relative sad story of fact...

My neighbor's brother was coming home from picking up his father from
the airport.
While unloading the luggage from the trunk, a crazy speeder went by in a
residential area with kids around. He yelled at him to slow down, there
are kids around. The guy stopped the car, got out and walked over to him
pulled out a knife and proceeded to stab him 5 times. He suffered
multiple internal injuries and passed away two weeks later. My neighbor
is now taking care of his brother's two kids.
As much as you want to pummel this guy, it's not your place...
I think some clever suggestions from the group about making the
authorities aware of this are the way to go...

I had a similar situation - one would have thought the
street (posted at 25 mph) bordering my house was a
drag strip.  It was so bad that once, while phoning
the police they remarked they couldn't hear me.  I
then told them that was why I was calling, the street
was 25 yards from the kitchen, and that all windows
and doors were closed.  

Here's what finally got them off their asses - I told
them the neighborhood was full of kids, I had
documentation that I had complained to them about
speeders 4 times, and that if a kid EVER got hit I
would present this documentation to the Mayor's office
and local newspaper.  

Miracle of miracles...shortly thereafter they started
speed trapping the street.
