I understand you feelings.

If you know where this hoodlum drives and at what time  - why don't you 
simply set yourself up with a videocamera to tape his exploits and share the 
tape with the police?

If you can get some footage of the twerp displayins his disregard for 
traffic rules, other peoples' lives and his own, I think the police might be 
more interested.
