[W126 Coupe] Licence plate help

It would still be a violation of the DPPA to do it the way Frank
suggests. DPPA is part of the United States Annotated Code, and I don't
know about you, but I'm not a big fan of federal prison.

Sorry, my mistake.

Around here the civil servants at Motor Vehicles are prohibited to give
out such information.
 
They might ask you why you didn't leave a note.  No pen?  Can't write?
Suffered a concussion? They might advise you next time to call the
police and they would leave a note on your behalf.  Or they might ask
you for some identification and details of the incident.
 
They don't know....  you could be a lunatic husband looking to neuter
the guy you almost caught poking your wife last night.
 
But of course, different States have different rules.
 
(I mean about privacy policies, not about poking your wife.)

You're going to CONFESS to the police that you damaged this guy's BMW??
The police won't give you HIS name, they will likely call this guy and
give him YOUR name and number just to help the BMW owner. THAT doesn't
violate anybody's privacy. THEN what do you do? Tell the police that you
were lying? You'll likely end up paying for a new BMW paint job!
 
But you're right about one thing, you will eventually find out his name.

 Okay this is what you do....
Call the DMV tell them you had damaged his car backing out of the
parking lot and after waiting almost an hour
You had to leave .... Then give them the license plate number and ask if
they could supply you with the name of the owner
