Of course, you can document your complaint and perhaps copy the watch 
commander or whomever is high enough on the totem pole to make 
something happen.  Depending upon how much pressure you want to put on 
the cops, you could include your concern that with the guy driving on 
the wrong side of the road in blind curves everyone's life is in 
danger.  This lets the cops know that if an accident does happen that 
there is the potential that you will pop-up in the future and say, "I 
warned them and here's the letter to prove it..." at which point the 
survivors of the dead person hire lawyers which costs the county money 
and maybe costs someone their job.

Be careful, though.  The cops are likely to consider *you* to be the 
a**hole for making all the trouble.  Also, the bad driver may 
eventually get access to the file that contains your letter.  He will 
definitely consider you to be the problem.

Of course, there's always power in numbers.  If the below clips are all 
different people, get them all to nag the cops.

Everything's a risk.  Those are just my random thoughts.
