Robert,
I know it could be a long shot, but is it not possible that if you burn a new Eprom with the correct program (the one you know works in the original unit), that it could solve the problem. The unit you have as the replacement might have just that one difference. That might just be the program itself that the Eprom contains.

I think I've got it figured out, but am no closer to actually fixing it just yet. There are several different Jetronic units (also known as KE unit or CIS-E unit). The numbers tell all. Even numbers are replacement versions, odd numbers are the originals. All have the same first 7 digits vis
0-280-800-
the last three digits vary from country to country and version to version. There are two models of 560SEC listed in the BOSCH ESI[tronic], which is where I got this info from: the 220kW and 178kW. The later version has a cat.
The USA numbers are:
up to 8/87
0-280-800-172 (Replacement)
0-280-800-173 (Original)
from 9/87
0-280-800-278 (Replacement)
0-280-800-279 (Original)
Exchange version is 0986-261-859
The European and Australian versions are:
up to 8/87
0-280-800-120 (Replacement)
0-280-800-121 (Original)
up to 8/87
0-280-800-258 (Replacement)
0-280-800-129 (Original)
The high power not cat version is:
0-280-800-156 (Replacement)
0-280-800-157 (Original)
The later versions (post 9/87) are for higher compression motors (10:1 rather than 9:1) hence the different box.
Mine is the high power, no cat version, but I found 0-280-800-120, which is giving me trouble. The High Power version was never sold in Australia. All those that do exist have been imported from Hong Kong or the UK. As the unit in my car is a replacement version, it is pretty obvious that it has been replaced in Australia. The original, which would have been a 0-280-800-157, is nowhere to be found. A closer match would have been the high compression version, the 0-280-800-258, but even this one would have been looking for a non-existent oxygen sensor.
Even the EProm is wrong in the unit I have - it is 2287355758 and should be a 2287355316
Well, now I know where the problem lies, I can look at trying to pick up a second hand unit.
That's a whole lot of single-use knowledge I could have done without :(
