[W126 Coupe] 1989 560 SEC vibration in brake pedal

Forgive me if this sounds like a stupid question, but is it possible your ABS is coming in too early, or is it a completely different type of vibration you are experiencing.

  On my 1989 560 SEC I changed all 4 rotors and pads and I am still getting a vibration in the brake pedal when braking.
  Should I pull the rears and have them cut?
