You may want to check with Bruce Mendel.

I believe he won an auction for a car in Japan and has been struggeling to 
find a way to bring it to the US.
I should think he has a pretty good handle on what steps are necessary 
before you can legally drive a Japanese import vehicle over here.

Once you know the procedure, you can ask the vendors very specific questions 
on what steps they have completed and what remains to be done.
