Assuming it goes fully up and fully down at this time, just wipe the 
mast well with automatic transmission fluid so that some fluid gets into 
the mast joints and clean off any build-up of gunk as well.  It it does 
not fully deploy or fully retract, it's time for a replacement mast with 
either the solid nylon feed or the slotted nylon feed.  To determine 
which type you have remove the assembly from the fender and on later 
model years such as yours use a screw driver to pry open the cover being 
careful not to break any of the clips and when lifting the cover note 
the placement of the rubber holders (3) just under the cover.  With 
cover off you should be able to see the type of nylon mast drive your 
system uses and order a replacement.

In my opinion, they all develop flat spots after a time and this loss of 
traction on the drive motor is accelerated if you do not clean and 
lubricate the mast at least 2-3 times a year.  Even more so in winter 
climates.  I would not touch any of the gear works under the cover.
