Matt,
HAve you checked the two copper push buttons which sit inside the stalk
assembly ?
They are two copper bushings and it is them that make contact with the slip
rings. You need to take them out of your old stalk assembly and put them
inside your new stalk assembly.
They simply pull out - you'll see them in the part of the stalk assembly
that sits on the steering column, where all the wiring is - they have a
white plastic cylindrical housing.
The horn rings on the back of the steering push against these two bushes and
that's how the horn works.
