There are quite a few companies out there that will digitize your microfiche for you. There are also scanners out there specifically for scanning microfiche (speaking of which, if you want to digitize 35mm film, don't waste your time with a flat-ed scanner and a film holder, get an actual dedicated film scanner).

There are flat bed scanners that had built in film negative holders for digitizing 35mm negative strips and slides.  Maybe you could rig one of those scanners to hold your fiche.
