Yes,
Water from the engine runs through a coil attached to the bottom of the
windshield washer fluid reservoir.
It is quite simple mechanically, with no fuzzy electronics or electrical
heaters, but you'll have to wait for the engine to warm for it to work.
The nozzles on the hood for the windshield washers are electrically heated.
As per above, you'll have to give it some time to work before they clear the
ice.
