[W126 Coupe] headlight stalk

 When the high beams are actuated (by pushing the stalk down or towards the dash) the dash light also actuates. when the flash worked by pulling on the stalk, the dash light also lit,  but now only works when lights placed on high, so I assumed it's the stalk. Queries
 
1.  'There is a fuse for the “optical horn”'  What # fuse are you referring to.
 
2. There is a plug at the base of the steering column. How does one get at the plug, and do you then pull it up from inside the steering column, and feed the new one down, or is further dismantling required. 
 
Apparently, I use the optical horn quite frequently.
