Regarding emissions, my personal experience shows the easiest way to pass is
to cut out all the cats that are currently on the car, and just put two high
capacity generic (5.0 Mustang type) catalytic converters one after another.
This will decrease power a bit, but ease the testing a lot.  These cars are
about 20 years old, the cats are most likely blown out, degraded, or
clogged.  Once this is done, drive the car HARD on the freeway and go
immediately to the inspection station.  Also, make sure you get the best
fuel you can.
