Anders:

That entire piece should be accessible by removing the knee bolster.  As 
memory serves it just bolts up to the lower A pillar (the side where the 
door hinges rest).  You'll need to observe how you remove the old cable 
to re-attach to the new handle assembly.  Also, if the handle broke 
because of extremely hard pull required to release the hood, then you 
should investigate and lube the release linkage that runs along the 
fender and up under the radiator support to see if you can reduce the 
stiff pull a bit.  I've had to remove the hood latches and clean them up 
(carb cleaner works well) and lube before re-installing on my daily MB 
drivers from time to time.  You may need to do this as well.
