You would have to retard the timing, richen the mixture, and never give
lots of throttle to run 87 in a 560 (well...assuming CIS and CIS-E work
the same...though I don't think they do, I seem to recall something
about having to set a jumper switch to let the car know you are running
a different octane also).

Sure that's expensive but:
1 - You chaps have free health care, partially funded by fuel taxes,
2 - the UK is a much smaller country so there is a lesser distance to
destinations,
    therefore less driving. 
    The United Kingdom, consisting of Great Britain (England, Wales, and
Scotland) 
     and Northern Ireland, is about twice the size of New York State.
