The only time that mine work is when the headlights are on, which leads me to think that there is a relay in the system that is stuck on.

  Check the two electric pumps at the base of the fluid reservoir.  One for windscreen the other for the headlamps to see if one is somehow getting juice all the time.  You can unplug the electrical connection to the headlamp pump and still leave the windscreen operable until you determine the cause of continuous operation.

  Be careful not to disturb these pumps as they are seated into the plastic reservoir.  The rubber grommets tend to dry out and will leak if you move the pump too much.
