Further to my last post, the below comment is so silly I hadn't even 
thought to address it directly, but it strikes me that it needs 
addressing:

Whose arms did he have to twist to push that money through?  Who in 
Congress said, "Nah, I don't think we should send money to N.O.?"  It 
is amazing that you can leap to give the President credit for 
"push(ing) money through congress" yet refuse to see any inadequacies 
in failing to timely send what was really needed.

Whatever.

It must be wonderful to be blissful all the time.
