Sorry Paul.  I am not interested in a party debate.  I am simply pointing
out that in your state just as in my state the local authority has the
direct responsibility for disaster preparedness plans and their immediate
implementation when a disaster strikes.

My caution is in setting the expectation that the federal governments role
should be broader than it already is.  Local oversight and management is
always better than big government.  But, local government needs to be
prepared and here they failed and their failure was tragic.
