[W126 Coupe] Seat Belt Extenders

Hello,

My driver side seat belt extends and after I buckle the belt there is about 2 minute delay before it retracts.  On the passenger side... as soon as the seat belt is latched the extender retracts immediately.  IF no one sits in the passenger side...  the seat belt extends and NEVER retracts.

  I have owned this car for 11 years and neither of the extenders EVER worked until last week when I had my mechanic check them out and he found some wiring cut.. as if the previous owner did not want them to operate.

For now I just keep the passenger seat belt buckled (if no riders with me).   

This is a 1983 500sec  by the way.

Can someone please tell me what is NORMAL operation of the extenders?
