Jonathan, Rusty, Performance Products.  Cost $40-50 plus 3M Super Adhesive $15-18 for a can.

You should be able to scrape clear the old material leaving the original adhesive bead if it's not flaking off easily and just apply the new adhesive to the under hood region and the foam backing before applying.  Test fit the new piece first so you know where the marks are for centering.  When setting in place, work from the center outward as you press in place.  I'd recommend you tarp the entire engine bay, fenders, front bumper and windscreen to avoid overspray.
