[W126 Coupe] Photo Blocker

I have had this idea for years, but can't find a suitable flash head. Have tried theatrical equipment suppliers who sell strobes etc., but no one seems to have a powerful flash that can be triggered by another & work outdoors & couple to a car battery. Not in OZ anyway. Seems I'll need to steal one off a Multanova police camera!!. I presume I would need to know the approximate angle at which the roadside camera flash units are set to relative to the oncoming traffic.
