[W126 Coupe] Brake Squeal?

I put a set of semi-metallic brake pads on the back of the SEC and they
squeal horribly. There were some shims on the other brake shoes so I used a
little Permatex anti-squeal compound on the new pads and on both sides of
the shims - they squealed. I took them out, cleaned the pads and shims, and
re-installed them using a fair amount of compound - they squealed. Took them
out, removed the shims, cleaned the pads and pistons, added a fresh coat of
compound to the pads - and they still squeal.

 

I have a spray can of the Permatex anti-squeal compound and a bottle of CRC
anti-squeal compound that I could use, but I'm not sure if they will be any
better than what I've already done.

 

Should I take some emery cloth to the rotors so that the new pads bed in
better? Should I have the rotors re-surfaced or get new ones? Do I need to
leave the Permatex anti-squeal compound on the pads and do six or seven 70
to zero stops to heat them up and bake the anti-squeal compound??

 

Suggestions??
