... I have been running my SEC with the 45o bypass tube removed and the
holes  plugged this has brought the idle down to an acceptable 750 RPM.(from
1200RPM)...

With the holes plugged (same as the air valve closed) the engine RPM should
drop to around 500 and be on the verge of stalling.  Sounds like your system
is still sucking air from somewhere...  Or the system thinks there's more
O2, requiring more fuel and resulting in a higher idle.
