That is your electrohydraulic adjuster for the fuel distributor (EHA).If you unplug it and remove the two screws and remove it, you will find two o-rings that seal the two passages that fuel flows through (be sure to relieve the fuel system pressure BEFORE loosening the screws). Simply replace the old dried out o-rings, and your problem will be solved, unless of course, the unit is cracked, inspect it carefully while you have it off.
