You're right about the fine, it's $10,000 to a shop caught removing cats, however I've never heard of an individual being caught for removing cats, as most owners would claim ignorance, and say that they bought the car like that (unless they bought the car new, that is). The best way to get around cats is to hollow them out, or if you need to stay legal, use the 5.0 Mustang high flow cats, very little if any power lost there! :-)
