I see. I looked it up online, it seems pretty low tech to just have a
camera on a tripod. I still think the license plate covers would work
since it's a camera at an angle.

Multanovas are tripod mounted, stand-alone, radar- type speed detectors 
coupled to a camera with a powerful flash gun. They are coloured matt
black 
& set up in concealment. They are watched over by a bored moron employed
by 
the police dept.to sit in a concealed van.. The site chosen has to be 
suitable for this skulduggery.
An offender gets an infringement notice in the mail stating the amount
of 
the fine, no. of points lost, plus the option to view the photo at the 
constabulary. They are highly mobile & moved to another site regularly.
It 
is an offence to warn motorists of their presence.
