When I did this 25 years ago I would cut the rotor first in the lathe and then grind it with a rotating sanding disc. This gives it the cross-hatch look instead of the tiny grooves you get from just the lathe.

Makes for a better surface to work with the brake pads.

I suppose you could take any new rotor and have the auto parts store grind it like this provided they have the lathe available.
