You are lucky airbag did not deploy.  The airbag should only deploy to
prevent FURTHER injury.  As I assume you didn't suffer anything more than
sprained wrist or sore neck, the airbag would have hurt you more than helped
you (broken nose, broken teeth, broken ribs, broken wrist, are all
possible).  If the airbag needs to deploy, the car would most likely be
totalled.

Say, it just now struck me that the airbag did not deploy (and strike 
me.)  My steering wheel boasts an airbag--is it not there?  --not 
functional?

Impact was pretty slight--I suppose I was going about 1~2 mph on 
impact--but strong enough to destroy the hood and grill and maybe 
dislodge the radiator.  Does anyone have an opinion as to whether the 
airbag should have deployed?

Gotta go wait for the hook-up and tow to body shop...
