There are a few things you can do to persuade a key to move. One I have used over the years is dry graphite, apply to the key and get a small squeeze bottle and squeeze some into the lock. Take your time and move the key off/on. Make sure that there is NO force on the steering lock from the steering wheel. I have Jacked up some cars to take all the pressure off the wheels.
Move the key slowly in and out slightly at full in position, while turning. Tapping can help if you can get to an area that will get some vibration to the tumbler. I have also used a vibratory engraver to randomly move the pins, while turning the lock. If you have a park lock, you also need to manipulate this. My SEC and SEL don't have park lockouts. Very difficult to write about this subject without making it sound like you are describing and erotic adventure.
I personally find WD40 as a lub solution for locks very poor.
