Where's the adjustment for the vacuum modulator?

Flaring.  I'd check your controls linkage and the linkage to the
transmission first.  Then adjust the vacuum modulator to see if you can make
the shifts firmer and shorter in interval.  I would recommend you only move
the slotted pin one click at a time during this adjustment/test process.
Failing that it may have something to with the B2 piston.
