Most states are doing that with fines now!

Rick;
Also did you get a rejection sticker? If so, is it a black or red R? If
it's black, no worries you have 60 days to bring it back for a free re-test
when fixed. If it's red you can't drive it until you get it fixed! Also
the RMV did a sneaky thing and now cancels your plates if you go over your
time limit to fix the car or have an expired inspection sticker.

No rejection sticker. The guy was nice enough to not charge me the $29 fee
or tie up the bay when he suspected the tint from a distance.
  I know about the computerization across registry offices also.
 When you buy a car, pay the sales tax and get the 7 days to have an
ispection done, all this is entered in the db and if you do not get the
inspection done your plates are "flagged". Sort of an APB out on your car.
  Another nice little deal Mass. has with other states is if you get a
ticket in another state and fail to pay the fine, that state can now
"extradite" that fine to Mass. and when you go to renew your license you
are faced with the payment of that fine.
  Cute, huh?
