i don't know if i am web based or not but i do use msn.
I make picture into attachment copy and paste on E-Mail then delete =
attachment then send it. It seems to be working

I have MSN e-mail which is web based making it different from most =
other e- mail services. I have received family pictures that came =
trough as part of the text message, not as an attachment. Does anyone =
out there know how to do this? The person who sent the picture is =
unreachable at this time so I can't go back to the source.
